(Oklahoma City-AP) -- The Oklahoma Tax Commission believes it's the target of a biased committee.

Tuesday, the International Registration Plan in Virginia ruled that a semi-truck registration scam at the tax commission cheated 12 other states out of $28.48-million.

The group says Oklahoma has until May 24th to pay the states for registration fees not paid between 1999 and 2003.

But the tax commission says states represented on the committee that issued the ruling stand to benefit from the ruling.

In court papers filed Wednesday, the tax commission says representatives from Illinois, Alabama and Iowa made three of the four votes that awarded more than $22-million to Alabama, Iowa and nine other states.

The tax commission made other accusations of bias. It hopes the US District Court in Oklahoma City will invalidate or lower the judgments made against Oklahoma.
