GAINESVILLE, Fla. (AP) -- State of Florida investigators have concluded that police at the University of Florida were justified in using a Taser on a student who refused to stop questioning John Kerry on campus last month.

There had been questions about the use of force against student Andrew Meyer, prompting the investigation by the Florida Department of Law Enforcement.

A summary of the agency's report is out today. And the university's president says investigators found that the officers "acted well within state guidelines."

He says two officers who'd been placed on administrative leave during the investigation were reinstated on Wednesday.

The report says officers wanted to escort Meyer from the auditorium, but that he broke away and refused to follow their instructions. It says officers did what was necessary to control him.

Prosecutors haven't yet decided whether to file formal charges against Meyer, who was charged by police with resisting an officer and disturbing the peace.
