Two Arrested At End Of East Tulsa Standoff

The standoff took place at the Meadowbrook Apartments in the 400 block of South Mingo.

Tulsa Police's SWAT was called and they treated it like a hostage situation.

TULSA, OK -- A standoff in east Tulsa that began Monday after 11 p.m., ended a little over 9 hours later on Wednesday with everyone safe and sound.

Tulsa Police say it started when armed robbery suspects went to an apartment and a woman inside called her family to say she and her child weren't being allowed to leave.

This might be a case where not everything is what it seems.

The 21-year-old woman, who said she couldn't leave, was living in that apartment with one of the robbery suspects. In fact, they were arrested together on a drug charge just a couple of months ago. Both of them are ex-cons.

Tulsa Police say after a Family Dollar and a Subway restaurant were robbed Monday night, officers saw the suspect vehicle at the Meadowbrook Apartment complex in the 400 block of South Mingo, so they surrounded it.

That's when Yashaca Armstrong contacted her family and said her boyfriend, 31-year-old Bobby Scott, wouldn't let her or her 6-year-old daughter Kaiyah leave.

"Initially the female indicated that she would come out some time later, she notified residents that she was unable to come out, at that time we're believing it to be a hostage situation and notified our special operations team," said Tulsa Police officer Leland Ashley.

Tulsa Police's SWAT was called and they treated it like a hostage situation for the next nine hours until Scott and another man, 18-year-old Montre Fleming surrendered.

"I am so relieved, am so relieved no one was hurt, no one in the complex was hurt, especially my babies," said Kisha Alexander, Armstrong's mother.

Alexander says her daughter was able to text her throughout the standoff with different messages. She wanted her mother to tell Tulsa Police she was trying to leave, but wasn't being allowed to.

SWAT negotiators were finally able to talk Scott and Fleming into leaving by throwing a cell phone through a window of the apartment.

Police say Scott will likely be booked into the Tulsa County jail on a kidnapping complaint.

Police are in the process of getting a search warrant for the apartment.

Mingo was closed in both directions from the traffic circle at Admiral to 7^th Street during the standoff.
