OKLAHOMA CITY, OK -- The so-called Puppy Mill Bill has passed an Oklahoma Senate committee by a vote of 15-to-4. House Bill 1332 is designed to crack down on puppy mill owners.
It would require dog and cat breeders who sell more than 25 animals a year to be licensed and regulated. The bill has drawn criticism from breeders who say they'll be unfairly punished by the new law.
