BROKEN ARROW, OK -- Broken Arrow Police say a dog rescued last month in connection with a dog cruelty and neglect case is doing much better and ready for a new owner.

Broken Arrow Police Major Carole Newell says the dog was discovered chained up in the back yard of a home in the 2700 block of West Laredo on July 7.

The dog's owner, Robert James Fender, was arrested by police on a felony animal cruelty complaint.

Newell says the 2-year-old Corgi mix was found to have a 13-inch chain that had become imbedded in his neck to the point that the flesh around it was bloody and rotting.

"It was obvious upon first sight that he was in a lot of pain and a lot of distress because this chain was literally imbedded in his skin and the skin was starting to try and grow around it," said Broken Arrow Police Major Carole Newell.

The Corgi, known as Buddy, was taken to the Broken Arrow animal shelter and now that he is fully healed, Newell says Buddy is ready for adoption.

The Broken Arrow Animal Shelter is located at 3420 North 41st Street. The Shelter is open to the public six days a week, Monday through Saturday, 9:00 am to 4:00 pm, and is closed on Sundays and city holidays.
