Son Faces Neglect Charges for Mother's Care, Condemned Home

An Oklahoma City home has been condemned after police respond to the house during a check welfare call.

OKLAHOMA CITY -- An Oklahoma City home has been condemned after police respond to the house during a check welfare call.

When police arrived to the home, 2812 NW 16th Street, Oklahoma City Police officers discovered the home in poor living condition. According to the police report officers had trouble entering the house and had to enter through a side door. Upon entering the report reads, "officers observed what appeared to be feces mixed with urine that had oozed out the door."

A woman in her 60s was living in the home with her son, 44-year-old David Perry Pilcher. After Oklahoma City police's investigation, Pilcher was eventually arrested on several charges including a charge of abuse or neglect of caretaker.

"He actually told officers that he in his mind was providing proper care for his mother, that he did cook for her and as he put it took her places," said Oklahoma City Police Sgt. Jennifer Wardlow.Untitled Page

Horrific Living Conditions at the Home

Inspectors said they were troubled by the fact that Pilcher's mother appeared to be unaware of the conditions.

"In my opinion, I don't know how long it's been since she's been out of the house. She was there alone. She didn't know the year, who the president of the united states was. She wasn't mentally competent at all," said Troy Skow, Oklahoma City-County Health Department.

Pilcher's mother, who is described in the report as the victim, was taken to the hospital to be checked and will eventually be placed into DHS custody.

"We'll look at her six months down the line, she'll be bathing, consistently taking showers, eating good meals," Skow said. "So I think she's in a lot better place now."

Pilcher was also arrested on nine counts of animal abuse after it was determined that nine pitbulls also living in the home were not being properly taken care of.

Pilcher has previously been convicted five times dating back to 1990 for burglary, forgery and violating a protection order.
