Tipton Police Chief Accused Of Molesting 4-year-old

The city of Tipton's police chief has been arrested for a sexual crime with an under aged victim, according to Tillman County District Attorney John Wampler.

YUKON, Oklahoma – The city of Tipton's police chief has been arrested for a sexual crime with an under aged victim, according to Tillman County District Attorney John Wampler.

According to probable cause affidavit, the victim's parents reported that the victim and his siblings spent the night at Tipton Police Chief Joseph Goggin's house for two nights in October. The victim's parents further said that the day after the children were home from spending the night at the 29-year-old police chief's house, one of her children entered her room without any pants on and she then found the victim on his knees in the bathroom. She said she asked the boy what he was doing and he told her he was doing what "Joe Joe" told him to do.

An Oklahoma State Bureau of Investigation's agent interviewed the boy who told the agent that Goggin had engaged with him in a sexual act.

Goggin was arrested in Yukon during a traffic stop and was booked into the Canadian County jail on a complaint of sodomy with a victim under the age of 16, but has since been transferred to the Jackson County jail where he is being held on $100,000 bond.

The Tipton Assistant Police Chief Rick Moore said he's shocked, but that no comment will be given about the chief's arrest.

Goggin faces a felony charge of forcible sodomy. His next court date is set for November 30.
