BROKEN ARROW, Oklahoma -- The Broken Arrow City Council is one step closer to deciding the fate of a disabled kangaroo.

Irwin is a one year old great red kangaroo who broke his neck in an accident at a sanctuary a few months ago. Since then Christy Carr adopted him, giving him physical therapy every day.

In turn, Christy says Irwin helped her as a therapy animal. But Broken Arrow code doesn't allow citizens to own exotic animals.

Tuesday night, city councilors looked at a proposed ordinance that would change the rules for exotic animals.

The new regulations include $50,000 of insurance, a $100 annual fee, and exotic animals would have to be caged on all public property.

Christy says she's done everything she can to work with the city, but just can't meet those requirements. On the other hand, city councilors just want to make sure everyone is safe.

The council plans to vote on the new exotic animal rules in two weeks.
