TULSA, Oklahoma -- Tulsa police have made four arrests at an apartment complex at 11th and Rockford. They evacuated the complex while looking for a suspect who shot at police then ran into an apartment.

Two of the suspects in custody had barricaded themselves in the apartment, but police are still investigating to learn if one of them is the shooter.

"All we know is they defied our orders to come out most of the night," said Captain Travis Yates with the Tulsa Police Department.

They also arrested two people at the scene in a burglary, Yates said. The burglary took place next door - about 20 to 30 feet from where the officers were set up for the standoff.

"Residents came out screaming that someone had broken into their apartment," Yates told The News On 6. "We found two people inside."

The standoff started at about 10:45 p.m. when officers received a call of shots fired in the area of 11th and Quincy. They approached a man then heard him tell people to "get down."

The man then started running down a nearby alley, firing a shot at the officers.

They believe he tried to break into a house on Rockford then fled to the apartment building.

People who were in the apartment barricaded the entrance with furniture and refused to come out. Police received a search warrant and called out the Special Operations Team.

Special Operations Team officers were at the scene and fired tear gas and pepper into the apartment. That's when the two people inside decided to finally come out.

Rockford was blocked between 11th and 12th as officers surrounded the building.

One of the burglary suspects was transported to a local hospital where he was treated for an injury received at the scene. EMSA also treated at least one Tulsa police officer for exposure to the tear gas.
