Texas Man Arrested For Kidnapping, Trying To Sell Two Tulsa Women

TULSA, Oklahoma -- A Texas man is in jail after police say he kidnapped two Tulsa women and tried to sell them into sexual slavery.

Sand Springs Police say the women's ordeal began when they accepted a ride from 49-year-old Vincent Edward Broussard on Saturday night.

Broussard – who police say the women recognized as a friend's neighbor – approached them at the Willowbend Apartment complex and offered to give them a ride to a bar.

The women got into Broussard's pickup and became concerned when he sped away in the wrong direction. When the women protested, Broussard told them to "shut up," and said he was taking them to Texas to perform sex acts because he needed the money.

Broussard, who police say was heavily intoxicated, grabbed one woman's foot and started "licking her toes and placing them in his mouth," according to the arrest report.

One of the women called 911 from a cell phone several times. She later told police they passed signs for Pawnee and Osage County.

He called a man named Chris, telling him that "he had two bad females." He told the man to get money from an ATM "because he needed hundreds for them," the report states.

Broussard stopped at AZ Country Store at 720 W. 41st Street in Sand Springs, and the women went inside to use the bathroom. They asked a customer to call 911, saying they were being kidnapped and held against their will.

Broussard forced the women back into the truck and drove to a Sand Springs RV park at 12000 W. State Highway 51.

Police say the man he called Chris came out of his RV and tried to hug one of the women. The women ran from the RV park, heading eastbound along State Highway 51. Broussard followed them in his truck.

Sand Springs Officer Jeremy Hillsberry heard the call dispatched and saw one of the women walking down the road with the truck following her. When he stopped, the other woman got out of the truck.

He told the suspect to get out, but instead Broussard sped off. The man eventually pulled over, and Hillsberry said Broussard appeared to be intoxicated, almost falling over while getting out of the pickup.

Broussard, who police say has had numerous felony convictions in the past, was booked into Tulsa County Jail on complaints of two counts of kidnapping, two counts of human trafficking, sexual battery, driving under the influence of alcohol, transporting an open container and eluding police.

The women, who were distraught and crying, said he had held them against their will for about two hours.

He's being held on a $500,000 bond.
