OKLAHOMA CITY -

State leaders Monday evening reached a $6.8 billion budget agreement. Under the proposal, most agency funding will stay flat but there are some targeted funding increases for core services.

The governor and some top legislators are touting the agreement as a responsible and fiscally conservative agreement.

Opponents of the proposed budget say expenses are on the rise for state agencies and a flat budget only puts Oklahoma further behind.
