Tulsa Police: Convicted Felon Tries To Kidnap Child Riding Bicycle

A Tulsa man was arrested after Tulsa Police say he tried to kidnap a 6-year-old girl riding her bicycle.

A Tulsa man was arrested after Tulsa Police say he tried to kidnap a 6-year-old girl riding her bicycle. Frankie Lee Foster Jr. is in Tulsa County Jail on the kidnapping charge and two outstanding felony warrants.

He is being held in lieu of a $120,000 bond.

Witnesses told police Foster was in the 2700 block of North Norwood Avenue just before 5 p.m. Friday when he approached the girl from behind. He reportedly held her hands down on the bicycle's handlebars and pushed her toward a residential fence next to some trash cans.

"The victim was observed by witnesses to be screaming for her mother/mommy in an effort to get help," the arresting officer said in his report.

Police say bystanders went to help the girl who had fallen off her bike. When Foster was confronted by those witnesses, he said "He was God" before running away, the officer said. When questioned, he told police he was trying to help a screaming child who had wrecked her bicycle.

Foster had two outstanding warrants for his arrest for feloniously pointing a gun and possession of a gun by a felon in August.

According to court documents, Foster fired a .45-caliber Ruger revolver at the Comanche Park Apartments on August 27, 2012.

After firing the gun, he was approached by two armed security guards. When he refused to comply with their instructions, they shot him several times, according to an affidavit filed in Tulsa County court.

Foster was convicted for firearms possession in 2011 and 2000 and for possession of a controlled substance in Osage County in 1999.
