Tulsa Man Charged For Hitting, Killing 71-Year-Old Bicyclist

Prosecutors filed charges Wednesday against a Tulsa man accused of hitting a 71-year-old bicyclist with his car and then fleeing the scene.

Earl Teske was killed on the night of October 10, while riding his bicycle on 101st Street, between 193rd East Avenue and Lynn Lane in Broken Arrow.

Two other drivers noticed Teske and his bicycle in a ditch and called police.

Joe Neal Briscoe, Jr., 36, turned himself in to police a couple of days later.

Authorities did not release his name at the time, since he hadn't been arrested, but court documents show Briscoe was charged Wednesday with leaving the scene of a fatality collision and negligent homicide with a motor vehicle.

His attorney said back in October that Briscoe thought he had hit an inanimate object and didn't realize it was a person he'd hit until seeing it on the news.

The attorney said Briscoe had his 4-year-old daughter with him in the car and may have been distracted. His lawyer also said Briscoe had been at a poker tournament at the Hard Rock Casino for a few hours that night and had drank a few beers, but he was not intoxicated at the time of the incident.

Briscoe is not in custody, at this time, but a warrant has been issued for his arrest.
