CRUTCHO, Oklahoma -

Floodwaters caused by heavy rains and levee breaches in Crutcho have ruined almost a hundred mobile homes.

More than half the residents of Riverside Mobile Home Park evacuated over the weekend, but as many as 40 people still refuse to leave.

Midwest City Assistant Manager Tim Rundel says the city will be forced to call in the County Health Department to make all tenants leave because it is unsafe.

"What you have here is a big bowl of soup that's been here for five days," he said. "Our concern is that it's going to get worse, and we've conveyed that message to the owner."

Riverside Owner Steven Palenko says Midwest City shares at least part of the blame for the situation. He says the city actually owns three of the five streets in his mobile home park, and has refused to help him address the water problem.

"This is a 10-day notice I just got served with by them," he said.  I have 10 days to pump their water off their city streets or I am going to get fined and go to jail; for their water from a natural disaster."
