OKC Man Accused Of Being Porta-Potty Peeper

A woman rushed to call police after she saw a man watching her through a hole in a portable toilet at a northwest Oklahoma City park.

The woman was visiting Will Rogers Park at N.W. 36th Street and Portland on Thursday when she went to use the porta-potty. When she sat down, she saw a hole in the wall of the structure, and a man watching her. The woman said the man quickly looked away.

The woman immediately left the porta-potty. As she walked away, she saw the man leave a second portable toilet and move it closer to the one she'd just left. She reported the incident to police.

When an officer arrived at the park, he saw a man later identified as 50-year-old John Dugan leave one of the porta-potties and walk away. The officer stopped Dugan and asked him what he was doing in the park. Dugan claimed he came to the park on his day off to read. The officer was skeptical, because Dugan lived five miles away.

According to the police report, Dugan told the officer he'd gone into the porta-potty to pee. While there, he saw a hole in the wall that lined up to another hole in the toilet next to it, and he could see into the unit. Dugan said he'd used the portable toilet twice, and admitted he'd looked into the second unit, but there was a man inside at the time. He said he moved one of the porta-potties so that the holes no longer lined up.

After the victim positively identified Dugan, police arrested him and booked him into the Oklahoma County jail on a complaint of "peeping tom."
