A high-ranking city employee in Edmond is on paid leave after police say she stole a woman's wallet at Target. 

Anita Breen is the Human Resources Director for the City of Edmond. The city pays her more than $100,000 a year.

Thursday, the District Attorney's office filed felony charges against her for stealing another woman's debit cards.

Edmond Police have been investigating 69-year-old Anita Breen for weeks. Earlier in June, she was caught on surveillance video at a checkout counter at the Target on E. 2nd St. in Edmond.

According to court documents, the video shows a woman in front of Breen set her wallet down, and Breen is shown grabbing the wallet and dropping it in her own purse. The video then shows Breen avoiding the victim as she leaves the store.

Police went to talk to Breen at her office at the City of Edmond. Breen heads up the human resources department. The woman's wallet she allegedly stole was only worth about 10 bucks with little cash inside.

She told police, "I'm trying to remember."

She then confessed, "The wallet has been thrown away. There was really nothing in it. There may have been $10 in it and that was all."

Breen has worked for the City of Edmond since 2006. She's been on paid administrative for about a week, but the city wouldn't comment because it's a personnel issue.

Prosecutors charged Breen with two felony counts for the stolen debit cards. At this point, Breen hasn't been arrested. News 9's calls to her attorney this afternoon were not returned.
