Former Grove Campground Owners Face Multiple Embezzlement Charges

GROVE, Oklahoma -

Two Grove-area residents are in the Delaware County jail facing embezzlement charges.

Stephen Stultz, 59, and Pamela Stultz, 49, were arrested late Wednesday following an investigation by the Delaware County Sheriff's Office.

Chief investigator Lt. Gayle Wells said deputies began looking into the case after getting reports of a possible "rent to own scam" involving the couple in January 2013.

In May 2013, Wells said they received five complaints of fraud. He says victims reported giving the Stultz's money under contract to purchase a cabin shell which Stephen and Pamela Stultz would then furnish with insulated walls, heat, air conditioning, water and electric.

The victims would then pay off the contract by making monthly rent payments.

Wells stated in a court affidavit, after paying money, the victims did not receive the cabin and in several of the cases, the cabin shells were repossessed by the builder.

Wells said 12 victims lost between $2,200 to $24,000 in the alleged scam.

He says the Stultz's owned the Grand View Campground outside of Grove from August 2012 to July 2013, where the cabins would be located.

In the affidavit, Wells said when he talked with the Stultz's, they told him, "the whole thing was a huge mistake, but we had no intention to hurt anyone."

Wells said several of the victims confronted the couple, who gave victims numerous excuses.

Wells, in the affidavit, says "it is evident, Steve and Pam Stultz obtained money from multiple victims by false and fraudulent representation."

Wells said the couple appeared to have a history of fraud allegations. In the affidavit, Wells found Stephen Stultz had done business as wind turbine/turbine sales company in Iowa and Nebraska, in which an Iowa man was "scammed out of $17,000 by Stultz's company."

Wells said during their investigation, deputies worked closely with Delaware County assistant DA Nick Lelecas.

The Stultz's appeared in a Delaware County courtroom Thursday and a judge set hearings for the couple later this month and in September.
