TULSA, Oklahoma -

Tulsa Public Schools is sending a letter to parents blasting the state's A-F school report cards.

The grades are supposed to help parents know how their child's school is performing, but educators across the state complain the grading system is flawed.

Lawmakers made changes last year, but a team of statisticians from OU and OSU say it's even worse this year.

Educators tell us, in some cases, the answers to just three questions could separate schools getting an "A" or an "F."

In his letter, TPS Superintendent Keith Ballard says he has no trust in the system, especially after watching grades change up to six times by the state education department.

Ballard calls the rollout of the grades an incompetence rivaled only by the testing debacle that took place in April, when test-taking was interrupted by computer server crashes.

School grades should be posted online next Tuesday.
