Oklahoma City Police have arrested one person and confirmed they found a bomb inside a parked car at a northwest side apartment complex.

Officers are not sure of the man's plans or why he chose The Cottages at Hefner Road located at 1209 W. Hefner Road.

Residents were allowed back in their homes several hours after police partially evacuated the area.

Oklahoma City Police said the initial call for help involved a suspicious man hanging around the apartment complex.

"I called police because I have a young daughter and I thought this guy was stalking my daughter," explained Paige Keller.

Police said Keller and other women at the complex have reported seeing a strange man hanging around recently harassing them and sometimes exposing himself.

Keller did not know if the man in the parking lot was the same person stalking women when she called police.

"When I was on the phone with 911, I saw him mixing stuff in his trunk and I told them. It looked green like anti-freeze or something maybe and he was mixing it into a couple different containers and then someone drove up and so he got back in his car," Keller told News 9.

Police found the man sitting in his car and a duffel bag in the backseat.

"This gentleman indicated that he had an explosive device in that bag, so the bomb squad was called out after the officers actually looked and saw something that appeared to be a device," said Captain Dexter Nelson with OCPD.

Officers shut down Hefner in front of the complex and evacuated some of the apartments.

"It's scary to think that people like that are still out here," said Hailey Barnwell who lives in the complex.

The bomb squad took the device away to safely blow it up.

Police are investigating whether the man with the bomb is the same one harassing female tenants.

"I have an alarm system specifically for this reason. People are creeps," said Barnwell.

Police have not released the name of the 28-year-old man they arrested.

He is facing a charge of possession of an explosive device and additional charges are possible.
