Public Service of Oklahoma filed a request with the Oklahoma Corporation Commission for a base rate increase on Friday. The 3.9 percent increase - or $45 million total - would raise the average homeowner's bill by about $4.

PSO President Stuart Solomon said the increase would support the company's plan to provide customers with digital meters and other infrastructure investments.

The company asked for the rate increase to go into effect in late 2014, after the peak summer season.
