Police arrested an Oklahoma City man for child abuse after responding to a disturbance call at a home on the northeast side of the metro, Sunday night.

Officers were dispatched to the scene after receiving a strange call around 10:40 p.m. that had a male and female yelling, and a child screaming in the background before being disconnected.

Another call came in minutes later and a woman on the line told police that a man was choking and beating his kids. When police arrived they made contact with a woman who told them the children's father had locked himself inside the house with them.

Police say they could hear screaming coming from inside the house and as they walked around to the side, one child came running out of a backdoor to the home with an adult male, now identified as 37-year-old Douglas Laster, chasing after he with a belt.

Police placed Laster in handcuffs and put him in the back of a squad car, then they spoke to the victim and the woman who reported the crime.

The victim told police that Laster was mad at her because she came home late. She said Laster told her to, "Take off all of her clothes because she's getting a whooping." The victim said she told Laster she could not because she was on her period. Then she said he got really mad and started to hit her.

When she started to fight back, the victim told police that Laster started to hit her in her head and choke her. Police noted seeing visible marks on her face and neck and welts on her shoulder.

The woman who reported the crime said she was inside of the home trying to stop Laster. She said when she started to call 911, Laster forced her outside. The woman also told police that this had happened before and that Laster had a case pending against him for child abuse. The victim told police that the time before Laster left her with a black eye.

Another child in the home told the officers that she too was told to "take off her pants. She's getting a whooping."

Police say Laster told them that, "These are his kids and he can discipline them however he wants." He also told police that the victim doesn't listen and he needs to teach her a lesson.

Laster was taken to the Oklahoma County Jail where he was booked on one count of child abuse. His bond was set at $20,000.
