OKC Officer Facing 9 Felony Counts Also Investigated For In-Custody Death

There is a civil suit pending against Oklahoma City police officer Daniel Holtzclaw and three other officers for an in-custody death.

There is a civil suit pending against Oklahoma City police officer Daniel Holtzclaw and three other officers for an in-custody death.

It was filed in January by the family of the man who died.

They are asking for at least $75,000 in damages and claim the officers used excessive force with 39-year-old Clifton Armstrong, which contributed to his death.

The police report states Armstrong is the one who called police, claiming dragons were chasing him. The family says Armstrong had a history of mental problems and was acting suicidal and combative.

He even ran to the front yard of a neighbor's house and started taking off his clothes.

When officers tried to restrain him, police say he stopped breathing.

“He's like, ‘I didn't do anything. I didn't do anything!' So he started backing up,” said Valencia Maiden, Armstrong's mother, right after the May incident. “And they just tackled him down, and the next thing we know he was dead."

The lawsuit states the Oklahoma Medical Examiner's report revealed Armstrong died of “Excited Delirium Syndrome due to methamphetamine toxicity" and states the physical altercation with the police officers was the aggravating factor.

All four officers involved have been cleared of any wrongdoing, including Holtzclaw.

Now, Holtzclaw is at the center of a major sex scandal and has again been placed on paid administrative leave.

“Using GPS information and some other means of investigating our own officers, they were able to determine that Mr. Holtzclaw was also involved in that incident,” Captain Dexter Nelson with the Oklahoma City Police Department said.

We have learned seven women have come forward claiming Holtzclaw sexually assaulted them.

Police say the reported crimes all occurred between Lincoln Boulevard and Interstate 35, as well as between N.E. 14th and N.E. 50th Streets.

Some of the women claim they were pulled over and violated while they were just walking or driving down the street, and one woman claims she was raped.

Both police and the DA are still investigating if there are any more victims out there that have not yet come forward.

Holtzclaw is being held on $5 million bond.
