TULSA, Oklahoma -

The Northern Oklahoma Violent Crimes Task Force has arrested a homicide suspect wanted out of Osage County. Jimmy Moser was captured at the Riverview Apartments in Tulsa.

Deputies say the victim was shot to death in his home and then it was set on fire.

Sunday night about 9 p.m., 58-year-old Steven Willey was found dead inside his home. There was a small fire inside, and his truck was missing.

Even though the house doesn't looked damaged on the outside - the inside has heavy smoke damage from a fire investigators believe was set to cover up the murder.

Diana Teague, Willey's next door neighbor, can't believe he was murdered.

"We've known him for a long time. We've been here for about 12 years and Mr. Willey was living here when we got here," she said.

Osage County deputies quickly identified Jimmy Allen Moser, a 28-year-old man who was at the victim's home Sunday afternoon.

On Monday, Steven Willey's son was trying to secure the house, save a few things that he could find, but he said he was too upset to talk - and had no idea who Jimmy Moser was or what happened that led to the murder.

Willey was a permanently disabled amputee, used a wheelchair - but was also an avid hunter, according to his family

"Then we would go hunting with him and help him with his deer when he got a deer and Mr. Willey would do anything for you - he was one of the nicest guys you could ever meet," neighbor Diane Teague said.

With the arrest of Moser, authorities hope to get some answers about what happened.

The victim, Steven Willey, has two grown children. One lives here, the other is out of state and is traveling home for her father's funeral.
