The surveillance video showing a physical altercation between an OU football player and a female college student is a public record, according to the Oklahoma Court of Civil Appeals.

The court ruled that trial court made no determination that the reasons for denial of access outweigh the public's interest to access the surveillance video.

The video showed Joe Mixon, a running back for OU, get into a verbal and physical altercation with a female college student both inside and outside a Campus Corner restaurant.

According to the court document, the video showed Mixon "lunged at [the female student] in an aggressive manner, leading with his head and with his right fist clinched by his side. The [female student] reacted by slapping [Mixon], with an open right hand, near his left ear. [Mixon] then struck her on the left side of her face with his closed fist, knocking her into a table top and then to the ground where she laid motionless. [Mixon] left the [] scene."

The civil appeals court ruled that the video is a part of the court file against Mixon and is in possession of the court clerk. Because it is part of the court file, the video is accessible to the Oklahoma Association of Broadcasters or any other member of the public for inspection and copying, the court ruled.
