Florida Man Confesses To Preying On Oklahoma Girl With Video App

According to an affidavit filed in Oklahoma County District Court, a Florida man is accused of sending nude photos to a child in Oklahoma City using an app called “Tango”.

The document said Oklahoma City Police began their investigation on this case in January 2016. The affidavit filed Friday revealed the suspect confessed in a recent interview.

The affidavit said the girl in Oklahoma City got a message via ‘Tango’ in late 2015. It was from a user who called himself “Florida” and he said wanted to chat.

Investigators said after he found out she was 10 years old, the man said "OK I am 38, OK with you or no" in response.

The affidavit said she replied “yes”.

As they continued to communicate, the document indicated an explicit turn in the conversation. The man reportedly asked “If I sent you a [expletive] picture, Would [sic] you get mad at me” in a message to the girl and she replied “yes.” But about a week later, police said he sent one anyway.

That same day he persisted, according to police, and even sent a second image.

Investigators found out the man behind the messages was a Ryan William St. Andre, now 39 years old, living in Florida.

And when police across state lines interviewed him, documents said he admitted he sent the photo, telling detectives he “wasn't thinking right.” St. Andre faces one felony count of indecent or lewd acts with a child under 16.

The victim’s mother learned about the confession and charge on Friday. She told News 9 parents need to be more aware of the apps their kids are using – advice OSBI Internet Crimes Against Children Special Agent Jordan Solorzano couldn’t stress enough.

“No matter what app they’re using, be on them, be communicating with them. What are you doing? Who are you talking to? What are they saying to you?” she explained.

At last check with law enforcement in Florida, St. Andre had not been arrested.
