Using a pastry blender, fork or your hands mix the butter cubes into the flour until crumbs are formed. (This can be done in a matter of seconds in a food processor.)
Slowly add in the water one tablespoon at a time until a ball is formed.
DO NOT KNEAD OR OVER WORK THE DOUGH.
Flatten the dough ball and wrap in plastic wrap.
Chill in the refrigerator for 2 hours before using.
