Broken Arrow parents were arrested on felony child neglect complaints after police said their toddler was found alone outside while they were passed out in bed.  Eric Eugene Stafford and Roxanne Nicole Sayre Stafford were booked into jail Monday morning, April 2.

A Broken Arrow police officer said he was called to do a welfare check on West Yuma Street after a neighbor heard a horn honking for around 20 minutes Saturday, March 31. The neighbor went out to check and found the toddler alone in a van honking the horn, according to court documents.

The young boy was sweating and had a very red face, the officer said.

"The toddler appeared to be very scared and jumped into my arms and began crying," the report states. The officer had to set the boy down in order to call for medical personnel and said the toddler ran in the front door of the residence.

The officer said he followed the boy into the house and found the home smelling strongly of urine with old food lying around and a lot of disorder. He thought the home was empty but eventually found a man and woman upstairs in bed with an infant between them, the report states.

Police say they had trouble waking the Staffords, and both had slurred speech. The arrest and booking report states the mother had trouble maintaining her balance and said she had purposely taken too much of the sedative Clonazepam.

The Department of Human Services was called to care for the children. Eric Stafford, 31, and Roxanne Sayre Stafford, 35, are being held on a $50,000 bond.
