'This Never Should Have Happened': Witness Describes Hit-And-Run On Cyclist

A man is outraged after seeing a driver intentionally hit, then run over a bicyclist at a Tulsa intersection in a fit of road rage.

"What we witnessed that day, it is intolerable. And deliberate on a level that you don't see every day,” said the witness, Jay Cassels.

It happened in June at the intersection of 91st and Elwood, and police arrested 19-year-old William Endicott this week.

Jay Cassels was in his car at the intersection and says the victim was on his bike, stopped at a red light, and Jay didn't see anything that provoked the attack. He says the driver hit the cyclist and ran over him, and it was sickening.

"The individual behind him became irritated, was honking, began to use foul language, and was ranting at the individual on the bike,” said Cassels.

Cassels says it went on for about 30 seconds, and he says he even saw the cyclist try to wave the driver around. Cassels couldn't believe what happened next.

"Without provocation, I mean absolutely. Ran into him then came to a complete stop, and the man is laid down in the middle of the road, with the bike between the car and himself, then he accelerated at that point again and ran over the bike and the man,” said Cassels.

Cassels says the driver stopped again, then took off. Cassels says that's when he chased after the driver, who was going 90 miles an hour. Cassels got the tag number and police arrested William Endicott.

"There were two or three separate occasions where the individual who did this to the man could have disengaged and could have stopped what he was doing, but every time he stopped, it just kept escalating,” said Cassels.

Cassels says the victim had tire marks on his legs and body and had several injuries.

"He was minding his own business, and this never should have happened,” said Cassels. "I think what really impacted everybody involved with this is, it could have been anybody. The man was out for a bike ride. He had plans that night. He has obligations to his family. He's no different than any one of us, and that action right there could have ended his life."

We talked to the victim on the phone and he says he is doing better and is finally walking again.

Endicott is charged with assault with a dangerous weapon and leaving the scene of a collision and is currently out on bond.
