Easy Beef Pot Pie

Butter-flavored cooking spray¾ lb. 93% fat-free ground beef
1 C. chopped onion
½ C. chopped green bell pepper
1 can (14.5 oz.) diced Italian-style tomatoes
1 jar (12 oz.) home-style beef gravy (1g fat per ¼ cup)
1 bag (16 oz.) frozen mixed vegetables
1 ½ C. frozen hash brown potatoes
½ tsp. dried basil
½ tsp. ground black pepper
2 C. low-fat baking mix (0.5g fat per ¼ cup)
¾ tsp. dried parsley, divided use
½ tsp. ground savory
¾ tsp. minced garlic
1 ½ C. fat-free milk
Preheat oven to 375 degrees F. Spray a 9 x 13-inch baking dish with butter-flavored cooking spray. In a large skillet, brown ground beef. Drain, rinse and return to skillet. Add onion and green pepper. Sauté until onion turns clear. Stir in tomatoes, gravy, mixed vegetables, hash browns, basil and pepper. Pour mixture into baking dish. In a medium bowl, combine baking mix, ½ teaspoon parsley, savory and garlic. Add milk and mix until smooth. Spoon over beef mixture, spreading to corners. Sprinkle with remaining parsley. Bake 30 minutes or until crust is light brown.
