The Tulsa city council has approved a tax break for the Tulsa Hills shopping center planned for the west side.

Developers want to build it along US Highway 75 south between 71st and 81st Streets. For now it's mostly empty land, but a developer plans to build a mile long shopping center, anchored by a Lowe's, Target and Belk's.

The council approved a $16-million tax break to pay for an access road and utilities on the site. The developer told the council he wouldn't build the shopping center without it.

The stores are expected to open by August 2008.
