LITTLE ROCK, Ark. (AP) _ The way an Oklahoma doctor encouraged his patients to support an Arkansas physician whose procedures were challenged by the Arkansas Medical Board has board members concerned.

Doctor Robert Kale of Roland, Oklahoma, was cited for disorderly conduct after a confrontation last week with a state trooper outside a medical board hearing on Doctor Randeep Mann of Russellville.

Kale had showed up to support Mann, along with others, many of them patients of Kale's practice in Roland. The board voted to seek an outside opinion on whether Kale's methods of enlisting those supporters was ``within the scope and practice of medicine.''

Requesting an opinion is the first step in deciding whether to sanction Kale.
