WASHINGTON (AP) -- Presidential hopeful John McCain is expected to tell Oklahomans Monday that he wants his Republican Party to claim a mantle of reform and establish government accountability.

McCain will visit Tulsa and Oklahoma City for fund-raisers Monday and also address lawmakers at the state Capitol.

According to remarks prepared for that speech, McCain will say that he would hold Cabinet members accountable for ensuring the integrity of their agencies and propose to withhold money from government programs that don't meet performance expectations.

The remarks indicate McCain would promise to have his administration frequently review ethical standards and make public disclosures "constant, timely and widely available."

He says he would also give every agency's inspector general direct access to department heads and Cabinet secretaries.

McCain is among those calling for the resignation of Attorney General Alberto Gonzales.
