The Tulsa city council has reversed itself and killed the plan for an F&M Bank branch at 71st and Harvard.

The council originally approved the plan. But nearby homeowners have been fighting it for more than two years.

The matter only came up again because a wording issue. At issue was the phrase bank "and" office buildings. After giving it another look, the council turned down the bank by a 5-to-3-vote.

City councilor Chris Medlock: "To me the liability is with the bank's counsel, because that's where the error occurred."

F&M's attorney says the bank will likely sue the city for approving the plan, then denying it on a technicality.
