OKLAHOMA CITY (AP) _ The man who helped develop Oklahoma's utility deregulation plan should be able to see that plan through to fruition.

Corporation Commissioner Bob Anthony won his third straight six-year term on the three-member board Tuesday. The board is Oklahoma's most powerful regulatory agency.

Anthony, a Republican, easily defeated Democrat Gilbert Bigby and Libertarian Roger Bloxham, who both claimed to have problems with the way utility deregulation is being handled in Oklahoma. Bigby said the process needs to be halted and re-examined, while Bloxham said it needs to be hastened and expanded.

With 71 percent of precincts reporting, Anthony got 63 percent of the votes, compared to Bigby's 35 percent and 2 percent for Bloxham.
