(Tulsa-AP) -- A Tulsa philanthropist is offering $10-million to the University of Oklahoma in Tulsa, if voters approve an economic development sales tax proposal.

Tulsa County voters must approve all four parts of the $885-millionr Vision 2025 plan for OU to get the money.

The Vision 2025 plan calls for a one-cent sales tax for economic development, education and parks and recreation improvements.

The proposal goes before voters on September 9th.
