All Souls Unitarian Church hosted a public forum with former and current City Councilors and Commissioners to help answer questions and explain how the streets are funded.
The council, called the "Complete Our Streets Advisory Council," has developed proposals for addressing the urgent street problem.
One former street commissioner, Jimmy Hewgley, says he developed a plan for Tulsa streets 30 years ago and he could do it again today.
"Streets don't change, uhh, they're the same problems there are today that there were 30 years ago. It's really a matter of money and how you manage that money and get the right money in line with the right projects," said Hewgley.
Hewgley says his plan would improve streets without raising sales tax. It includes a bond issue and the reallocation of funds.
