TULSA, OK -- Homeowners in Tulsa's White City neighborhood are appealing a decision to allow a building permit for low-income apartments nearby.
The new complex is a replacement for the Safe Haven at the Downtown Y.
Homeowners say they're upset because the Tulsa Housing Authority and the Mental Health Association of Tulsa decided to move the project forward without talking with them.
The group says it only decided to file the appeal after weeks of negotiations with the two organizations failed.
