The Tulsa City Council is starting to pick apart mayor Dewey Bartlett's proposed budget for fiscal year 2017.
At a meeting on Thursday, they addressed hiring 911 dispatchers, getting more money to the fire department and paying for city street lights.
But the biggest issue councilors have with the budget is what to do with the $3.2 million in "undesignated funds."
The mayor's office wants to put it all in a rainy day fund.
If something happens, the city can only access half of that money.
Some council members say part of the money should go into a separate savings account instead so it's easier to access.
"It just seems like it makes more sense to give ourselves, knowing that there are some really big things looming potentially, to give ourselves some flexibility,” councilor Anna America said.
Council members say they only want to spend the money if they absolutely have to do so.
