The children of a woman murdered 30 years ago want answers about why her killer is now a free man and living in Tulsa.

Valerie Hill and her brother were only 10 and 9-years-old when their mother was shot twice in the head in their East Tulsa home. 

That was January 8th, 1986, and they thought the man who did it would be in prison the rest of his life.

Rosann Hill was only 40-years-old when she was murdered.

She'd just filed for a protective order against her boyfriend, Joseph Allison, and he was served the paperwork that morning. She was dead a few hours later.

Her daughter Valerie was going to stay home sick that day but remembers her mother forcing her to go to school.

"She knew she was in danger," Hill said of her mother. "She knew I was in danger. She saved my life that day."

In the transcript of Joseph Allison's trial, he called 911 and said he'd shot and killed his girlfriend, confessing to EMSA and police. 

The jury deliberated just 33 minutes before sending him to prison for life.

The murder of her mother and her hatred for the man who killed her has dominated Valerie's life.

When she got a notice in March that Allison was out of prison, she tried to commit suicide and it wasn't the first time. 

But, now she said she's no longer letting him be in control.

"God now has control over my life. I'm going to stay the course and it is well," Hill said. 

The Department of Corrections said Allison's sentence was changed to 60 years and because there were no 85 percent crimes back then, he started earning credits from day one and earned enough to serve his sentence and get released after 30 years and is now on probation. 

The DOC also said he has done everything required of him since his release, a home, a job, made all his meetings.
