Tulsa's levees date back to the 1940s and the estimate for repairs is $34 million.
The new federal money will pay for a study of how to go forward.
It is not the money to make the repairs, just approval for a study that's expected to take three years.
"These dollars will help us figure out the best way to reconstruct these levees and what will they look like in the future," said Karen Keith, Tulsa County Commissioner.
Tulsa's Vision program has $13 million to match federal money when the repairs can go forward.
