Tulsa Police's Most Wanted, Carlos Cooper is charged with arson and assault.

TPD is asking for any help in finding Cooper who assaulted his girlfriend and then set her home on fire in December. Cooper is 6 foot, around 230 lbs, and is 46-years-old.
