OKC Contractor Alleges Tulsa Construction Company Owes Him Money

A growing number of concerns are coming in related to Tulsa’s Engineered Concrete Systems after the Better Business Bureau and Home Builder’s Association released a joint statement earlier this month warning consumers about doing business with the construction company.

One complaint that remains unsolved through the BBB related to Engineered Concrete Systems deals with a gentleman from Tulsa who claims his driveway was never finished. He told News on 6 this month that he’s out $7.200. He’s hired an attorney and plans on filing suit.

The BBB which only takes formal complaints from consumers confirmed to News on 6 that several contractors have reached out to them to also complain about the business practices by Bill Holcombe the owner of Engineered Concrete Systems.

According to the BBB, one contractor has put a lien on five homes and is out at least $60,000.

We sat down with the owner of SS Concrete LLC out of Oklahoma City, Samuel Sauceda, who tells us he’s out nearly $14,000 after he says Holcombe wrote him a bad check for a project they worked on in Drummond, OK.

“I took the money from other projects to pay the concrete, my guys, to supply stuff that we needed. Now I’m out basically double the money,” Samuel Sauceda said.

The project to tear out a wooden deck and put in a concrete patio was supposed to take three weeks. Sauceda says the project is only 35% finished and it’s been nearly a year.

“The owner’s really frustrated. He’s, I mean, he’s lost his money, he’s had the same trouble as me trying to get in touch with Bill.”

Another subcontractor contacted our newsroom claiming that he too is out money from Engineered Concrete Systems. The owner of Diversified Construction and Remodeling in Broken Arrow says Bill Holcome owes him at least $2,000. He says that the projects that are left unfinished or unpaid span from NW Arkansas, NE Oklahoma and Southern Kansas, although we have not been able to independently confirm those allegations.

Sauceda says that he’s contacted an attorney and is in the process of writing up a collection letter but hopes that the situation can be resolved without going to court.

“I just want to get our part of the money and call it quits with Mr. Holcombe- just end the business right there.”

We have been in contact with Holcombe’s attorney, Oliver Arbogast. Arbogast initially told us that Bill Holcombe brought in three million dollars last year and that he’s a man of his word and will do the right thing.

We reached back out to Arbogast after more people came forward with complaints about Bill Holcombe and his business practices requesting an interview but he’s yet to arrange a time that we can meet.

Our efforts to reach Bill Holcombe directly were unsuccessful at first and then by text we were directed to his attorney.

The BBB is asking that folks with concerns about Engineered Concrete Systems reach out to them directly.
