A motorcyclist died after a crash on Highway 66 on Saturday.

OHP says it happened just after 4 pm Saturday afternoon when a pickup on County Road 4280 pulled out in front of the motorcycle.

Troopers say the driver of the pickup was driving under the influence and did not have a valid license. Derrick Carter was arrested on Sunday on complaints of manslaughter and DUI.

An arrest report states Carter was northbound on NS 4280 when he failed to yield to Michael Ray Tarvin who was westbound on Highway 66. Tarvin was pronounced dead at the scene.

Authorities say Carter, a 34-year-old Chelsea resident, was taken to the hospital where he consented to a blood test. They were only able to perform partial sobriety tests as Carter was not able to walk, the arresting officer said.

The arrest report states based on observable data, medical indicators and Carter's admission of ingesting intoxicants recently, authorities determined Carter was under the influence of a central nervous system stimulant.

The report states Carter not only didn't have a driver's license but has never been issued one. There was a female passenger in his car, OHP said. She refused treatment at the scene.

Tarvin was a 64-year-old Claremore resident, a collision report states.
