Collinsville Man Charged In Fatal Wreck

A Collinsville man has been charged with misdemeanor negligent homicide charge following the death of a woman in an early morning Owasso wreck April 10, 2018.

Traffic investigators say Joseph Jay Kirkland was southbound on North 97 East Avenue when he failed to stop for a stop sign at East 116th Street North. He hit a car driven by Jo Anna Carter, forcing her vehicle off the road into a power pole, according to court records.

Carter, 65, was pronounced dead at the scene.

Owasso Police say their reconstruction showed Kirkland was going 55 mph in a 40 mph zone just before the impact. The investigation showed he was not on his phone or under the influence of drugs and alcohol, an affidavit states.

The 42-year-old Owasso man was arrested Friday, September 7 and released on bond a short time later.
