A Tulsa man is in jail after police say he attacked an officer and tried to choke a police K-9 unit.

Police said the suspect was serving as a lookout while a woman was trying to shoplift from Walmart.

A Tulsa Police officer and a Tulsa County deputy saw 41-year-old Norman Hiner outside the Walmart near Admiral and Memorial.

The arrest report shows when they approached him, Hiner lied about his name before kicking the officer in the shin then running away.

Police said they found Hiner in a nearby used car lot where he tried to choke a K-9 officer.

They were eventually able to take him into custody and officers say Hiner did have meth on him.

He's facing several complaints including assault and battery on a police officer, resisting arrest, and possession of drug paraphernalia.

According to the arrest report, Hiner also has a warrant out of Tulsa County.

Officers said the woman inside the store was also taken into custody after refusing to give Hiner's full name.

The arrest report shows the pair took more than 200 dollars’ worth of items from the store but it's all been recovered.
