Tulsa Police arrested a convicted sex offender they said was exposing himself in a Tulsa parking lot.
They said Shelby Yirsa admitted to parking in one of the first parking spots of the Tulsa Hills Target - in full view of the doors - so he could watch women walk in and out of the store.
Monday, a woman walking out of the store noticed Yirsa in the front stead of his car, pulling up his pants.
"That's when his bare butt was exposed, and then he was clearly covering his genitals, so that's when the victim knew, ‘Okay, something is terribly wrong here,’" Sergeant Jillian Phippen said.
She said Yirsa admitted to going to the Target to touch himself.
"He said that's exactly why he was there, was in order to see the women, all the pretty women coming in and out of the Target," Phippen said.
Yirsa is a registered sex offender for a first-degree rape that happened in Bartlesville in 2005. He's also been convicted of indecent exposure and second-degree rape.
He served nine years in prison before getting out in 2015.
"When you have a registered sex offender who has all these previous convictions and now they're re-offending again, that's quite alarming," Phippen said.
The sergeant said this is a prime example of why it's important to report strange behaviors to police. She said even if something seems like nothing it could amount to something much bigger than you think.
"So, if nobody called, he would continue to re-offend, which, may, you know, in the end, lead to another first-degree rape or second-degree rape, and nobody wants that to happen," Phippen said.
Yirsa is in the Tulsa County Jail. Investigators said they've turned over their investigation to the District Attorney's Office.
