A third arrest has been made in the Pawnee County road rage incident caught on video.

Russell “Rusty” Watkins was arrested Wednesday morning and has already bonded out.

Pawnee County Sheriff Mike Waters said Watkins is the man in the video beating up a motorcyclist.

Court records show Rusty Watkins is charged with assault and battery and accessory to robbery with a weapon.

Tuesday, Randy Watkins turned himself into Pawnee County deputies. He’s the man seen wielding a shotgun in the video.

Paul Wiseley, the man seen with a knife in the video, was also arrested.

Video of the clash between a group of motorcyclists and the armed motorist was posted to social media. It shows the driver of a pickup truck arguing with a biker after the driver allegedly cut the biker off.

One of the bikers said the truck narrowly missed one of the bikes and nearly ran another off the road.

Sheriff Waters also said he has seen a second video that he believes shows Rusty Watkins instigated the entire event, which the sheriff said started with Rusty Watkins cutting off one of the bikers.

News On 6 spoke with Randy Watkins, who told us about 12 bikers were following his brother for about 14 miles, harassing him and yelling for him to pull over. He said his brother called him and he headed their direction.

Video shows the situation escalated – a fight broke out and a knife and shotgun were presented.

Randy Watkins said he wished he would have left his shotgun in his truck.

He also said once the situation calmed down everyone apologized, shook hands and went their separate ways.
