Couple Arrested For Dragging Puppy Down Tulsa Highway

<p>Police arrested two people&nbsp;Monday evening after seeing a pickup dragging a puppy behind it on the Keystone Expressway in west Tulsa.</p>

Update: Jean Letcher with Tulsa Animal Welfare said the puppy is still being evaluated but is doing fine. Since the incident is still under investigation, News On 6 was not allowed to video the pup.

Police arrested two people Monday evening after seeing a pickup dragging a puppy on the Keystone Expressway in west Tulsa.

They were identified as Matthew Brown, 31, of Claremore and Stormee Brown, 26, of Tulsa. 

In his report, an officer said he noticed something fly out of the truck as it drove west in the 1300 block of West Highway 412. It turned out to be a puppy hanging by a rope tied to its collar.

After stopping the pickup, the officer said he found the truck's bed covered in dry feces, indicating the puppy may have been in the pickup for an extended period of time. He said the truck's tag didn't match the vehicle and he discovered the pickup had been stolen out of Claremore.

He arrested both Matthew Jason Brown and Stormee Rahjae Brown on an animal cruelty complaint. Matthew Brown was also arrested for being in possession of a stolen vehicle.  

The same couple was arrested in January after their two children were found wandering a Tulsa neighborhood without shoes or coats while police said the Browns were passed out, surrounded by drug paraphernalia.

The children were 3 and 4 at the time. Both Matthew and Stormee Brown are charged with child neglect and possession of paraphernalia in that incident. They pleaded not guilty to those charges last month. A jury trial is set for February 26, 2018.
