Tulsa Man Arrested For Allegedly Raping Broken Arrow Teen

A 42-year-old Tulsa man is in jail for allegedly raping a 14-year-old girl in Broken Arrow on May 28th.  

David Keltner's car was stopped by Broken Arrow Police after the victim's relative told officers he had sexually assaulted the victim and gave them a description of the vehicle Keltner was driving.

In their arrest report, police said a witness was in the back of the car that Keltner and the victim were in and saw Keltner and the victim take part in a sex act.  The witness left and told a relative of the victim.  

Police said in an interview, the victim confirmed she had been raped.

The report goes on to say when officers questioned Keltner at the traffic stop, he admitted meeting the girl, kiss her, but when he learned she was underage, drove off.

A search of David Keltner's car turned up a small amount of marijuana.  

Broken Arrow Police booked Keltner into the Tulsa County jail on complaints including first-degree rape, rape by instrumentation and possession of marijuana.
