Pawnee County prosecutors charged the man accused of dumping at least 15 biohazard containers into the Arkansas River.

An affidavit says Garrett Gibson admitted he stole the dirty medical supplies from St. John Medical Center in Tulsa.

The report says he stole them to get morphine and other drugs from the contaminated boxes then tossed them.

A boater and investigators found dirty needles, syringes and vials of blood on the river banks early this month.

Court records say Gibson told investigators he knew throwing the medical waste in the river could hurt someone and that he messed up.
